Scioto Darby Road and Leppert Road Improvements - Study & Design Alternatives

Project Study

A study of the project area was conducted to develop preliminary design alternatives. The study included:

  • Opportunities to improve pedestrian and bicycle connectivity, safety and mobility between schools, parks and neighborhoods
  • Evaluation of traffic operations and short-term and long-term improvement recommendations
  • Vehicle speed management
  • Evaluation of utility service impacts
  • Evaluation of stormwater management practices
  • Street side safety improvements such as lighting and crosswalk enhancements

Design Alternatives

Four design alternatives were developed using the study results, feedback from a public survey and input from a steering group. The steering group is comprised of representatives from the Hilliard City Schools, Hilliard Division of Police, Hilliard Recreation and Parks Department, Norwich Township Fire Department and Hilliard Engineering staff.  These alternatives were then evaluated based on how well they addressed the project goals of improving pedestrian and bicycle mobility and safety and increasing vehicular capacity with lower speeds.  Project cost was also a consideration. 

From this evaluation, Alternatives 2 and 3 were selected for presentation to the public for further consideration.  Following is an overview of each alternative.

Alternative 2


Scioto Darby Road & Leppert Road Improvements - Alternative 2

  1. A signal at Leppert Road and Scioto Darby Road
  2. Dual southbound left turn lanes on Leppert Road
    1. This will reduce vehicle back-up and allow full access at the school driveway
  3. Roundabout at Veterans Memorial Drive and Scioto Darby Road
    1. Provides speed control
    2. Better pedestrian crossing
    3. Easier left turns
    4. Requires additional right of way
    5. Additional cost for roundabout construction

    2. Provides shorter pedestrian crossing
    3. Requires additional right-of-way
  3. Roundabout at Veterans Memorial Drive and Scioto Darby Road
    1. Provides speed control
    2. Better pedestrian crossing
    3. Easier left turns
    4. Requires additional right of way
    5. Additional cost for roundabout construction

Both alternatives propose the addition of off-street multi-use paths along Scioto Darby Road and Leppert Road for use by pedestrians and casual bicyclists.

Both alternatives propose the use of Rectangular Rapid Flash Beacons (RRFB) and center islands at two or more mid-block crossings to provide improved safety for pedestrians and cyclists crossing to the Municipal Park and Darby High School. Confident or faster-moving bicyclists will be accommodated on the street through the use of bicycle lanes or wider paved shoulders.
