Hilliard by Design

Hilliard residents will have numerous opportunities this summer to comment on the ideas that have been suggested by their neighbors for future growth and development as part of the City’s community planning process.

Volunteers from the “Hilliard by Design” comprehensive plan committee will be setting up displays highlighting these concepts at various community events in June and July. Community members will have a chance to see and comment on recommendations that have been made on topics ranging from future land use, public and private development, transportation, infrastructure, parks, trails, and other community amenities.

“We are at the mid-point of the ‘Hilliard by Design’ process. Now, we take all the ideas that have come from our community so far and begin to put the pieces together into a comprehensive plan that will guide growth and development in the community for decades to come,” said Dan Ralley, Assistant City Manager and Director of Community Development. “We want to hear from as many people as possible, because it is crucial that our residents’ opinions inform this process.”

Look for volunteers at the “Hilliard by Design” tent at six upcoming events:

  • Celebration at the Station, Hilliard Station Park: 5:30-9 p.m. Thursday, June 16
  • Historical Society Art Show, 4100 Columbia Street: 11 a.m. Saturday, June 18
  • Freedom Fest, Municipal Park: 4 p.m. Saturday, July 2
  • Celebration at the Station, Hilliard Station Park” 5:30-9 p.m. Thursday, July 14
  • Adult Recess, Hilliard Station Park: 5:30 p.m. Saturday, July 16
  • Get the Scoop, Hilliard Station Park: 11 a.m. Wednesday, July 27

“The master document resulting from ‘Hilliard by Design’ will inform many decisions about the location, character, and extent of public and private development, land use, and infrastructure,” Ralley said. “Hearing from our community will help ensure this plan represents the vision our residents have for their community.”


What is Hilliard By Design?

Hilliard by Design will create a major update to the City’s 2011 Comprehensive Plan. The updated plan will reflect changes that have occurred within and around the City, create a bold vision for the future, and set the direction for the City’s growth and development in the coming years. It is crucial that this plan be built on the values, needs and aspirations of the community.

Hilliard by Design is a process to define a long-term vision for Hilliard’s growth and development in the coming decades. The process will create a major update to the City’s comprehensive plan.

A Comprehensive Plan is a long-term guide that expresses the values and aspirations of a community. It is the broadest public policy document a community can create for its future physical development considering the input of citizens, businesses, and other stakeholders. It includes a vision about the future condition of the City; goals and desired outcomes for topics like land use, housing, economics, parks, and transportation; and specific actions to achieve the goals. The plan is a tool to prepare for change and acts as both a business plan and guidebook for decision-makers. Hilliard’s comprehensive plan is used regularly to guide many city decisions such as budgeting, zoning and other regulations, and infrastructure investment.

The previous plan was adopted in 2011. Since that time, the community and region have experienced many changes. In general, planning represents good stewardship, and there has never been a better time to consider recent events and trends to develop well-supported policies to create the best possible future for Hilliard.

The plan update is a significant undertaking that is anticipated to last approximately 14-16 months. It is expected to be completed by the end of 2022.

The Committee for Hilliard by Design is a diverse group of 30 community members appointed by the City to provide guidance and direction regarding the plan process and substance and to serve as stewards of the plan once it is completed. The committee was selected through an open application process that was widely advertised and yielded a large number of talented, passionate, and qualified individuals. The 30 committee members are collectively representative of the many interests, geographic areas, professions, and demographics, of the city’s population

Yes, there will be three distinct rounds of community input through in-person events and online activities. The first opportunity is being planned for Fall 2021.
