Transportation Projects

Each year, the City of Hilliard creates and updates a five-year capital improvement plan (CIP) to identify, prioritize, and determine funding for needed projects such as road construction, infrastructure, land acquisition, equipment purchases. Transportation projects are a major part of that budget.

The City’s capital improvements budget (CIB) pays for current-year projects and equipment.

The CIP is a critical part of the City’s long-range planning process. It not only sets out priorities for the current year, but it outlines tentative projects for the next five years. While that long-range plan is always subject to change, the City uses the CIP to help identify and set priorities. These funds represent significant investments in our community.

Street & Intersection Improvements

Project Limits:  Scioto Darby Road from Walcutt Road to Leap Road/Darby Glen Boulevard

Project Schedule:  Feasibility study, alternatives evaluation, and public involvement in 2018; design of intersection or corridor improvements will commence upon completion of study phase (2019 or later); construction TBD.

Project Overview:

  • Evaluation of various intersection and/or corridor improvements (which may include the Scioto Darby Road/Leap Road/Darby Glen Boulevard) to improve capacity, safety, and pedestrian & bicycle accessibility
  • Partnership project with the City of Columbus
  • Public meeting held on Monday, October 15, 2018.

Project Schedule:  Feasibility study, alternatives evaluation, and public involvement in 2018; design of intersection or corridor improvements will commence upon completion of study phase (2019 or later); construction TBD.

Project Overview:

  • Evaluation of various intersection and/or corridor improvements to improve safety, capacity, and pedestrian & bicycle accessibility
  • Study identifies short-term and long-term improvements along the corridor to enable the City to prioritize, plan & fund projects based on need, cost & benefit
  • Public meeting planned Thursday, September 13 from 5:30 – 7 pm at the Senior Center.

Project Limits:  Scioto Darby Road intersection south through the Jerman Property & connecting to Alton & Darby Creek Road between Davis Road & Heritage Lakes subdivision

Project Schedule:  Preliminary alignment, feasibility, and environmental documentation began in 2012; project on hold due to funding & land acquisition issues

Project Overview:

  • Intersection improvement at Scioto Darby Road & Cosgray Road
  • 4-lane roadway extension to the south with center median to improve north/south connectivity
  • Extension of trails on both sides of the road with connection to Hellbranch Trail through Hilliard Municipal Park to the east and trails in Heritage Preserve to the west
  • Pedestrian crossing improvements at key locations
  • Storm water quality features unique to Big Darby Accord watershed
  • Street lighting
  • Roundabouts at access points to private development

Key note:  the above project overview may change pending possible land use change of the Jerman property.

Project Schedule:  Bidding in Fall 2018; construction in 2019

Project Overview:

  • Installation of overhead lane control signs & higher visibility YIELD signs at Cemetery Road roundabout and at Scioto Darby Road roundabout to improve driver understanding of rules of the road (YIELD to both lanes on entry and choose the correct lane)
  • Modification of pavement marking to improve driver understanding of lane assignments
  • Modification of central island and splitter islands at Scioto Darby Road roundabout to improve operations & safety

Future Improvements based on evaluation:  addition of raised crosswalks, resurfacing & landscaping modifications.

Trail and Pedestrian & Bicycle Safety Improvements

Project Limits:  North side of Hayden Run Road underneath I-270

Project Schedule:  Construction underway. Hayden Run Road closed through August 26 for bridge work to complete the extension of the Hayden Run Central Ohio Greenways Trail.

Project Overview:

  • Regional trail connection under I-270 to connect Hilliard and Columbus segments
  • Partnership project with the Franklin County Engineer’s Office

Project Limits:  Hayden Run Road to Project QT Metro Park located on & near the quarry property along Dublin Road north of Trabue Road

Project Schedule:  Feasibility study, alternatives evaluation, and public involvement in 2018 & 2019; design of trail segments is dependent on right-of-way availability, multi-jurisdictional agreements, and funding; construction TBD.

Project Overview:

  • Feasibility study to build a trail along the Dublin Road corridor to connect Hilliard neighborhoods to planned parkland outside Hilliard limits
  • Partnership project with the City of Upper Arlington
  • Design of projects will likely require partnership projects with the Franklin County Engineer’s Office and the City of Columbus

Project Limits:  Old Hilliard to the intersection of Leap Road/Scioto Darby Road/Darby Glen Boulevard

Project Schedule:  Design of Phase 1 (to Hilliard City Hall) is on hold pending acquisition of property from Norfolk Southern Railroad; acquisition activities ongoing

Project Overview:

  • Construction of a portion of the regional Central Ohio Greenways (COG) trail to the southeast toward Columbus
  • A separate feasibility study to extend the trail further from the Scioto Darby Road/Leap Road/Darby Glen Boulevard intersection to the Project QT Metro Park and the Scioto Trail in Columbus was completed in 2017
