The City of Hilliard has kicked off a comprehensive housing study to ensure residents today and tomorrow have a place to call home.
The Housing Study will clarify which types of housing are needed and identify opportunities for where and how to achieve that vision.
Throughout the study process, updates, background information, and opportunities for community involvement will be shared to keep residents informed and engaged.
“The Housing Study represents a vital step toward ensuring that Hilliard remains a welcoming, inclusive community for residents of all ages,” said Interim City Manager Dan Ralley. “By participating in the survey, attending meetings, and sharing feedback, residents can help shape housing policies that reflect the needs and aspirations of the community.”

What is the Housing Study?
The Housing Study is designed to answer a critical question: What kinds of housing does Hilliard need and how can we make them a reality?
This initiative builds on the vision outlined in the 2023 Community Plan, which set forth a goal of making Hilliard a place where anyone can live. The Housing Study will clarify which types and affordability levels of housing are most needed and identify opportunities for where and how to achieve that vision.

How to Get Involved
Your voice matters in shaping the future of housing in Hilliard. Here are ways to participate:
- Take the Survey: Share your thoughts on housing needs and priorities. The survey is open through Dec. 22, 2025. Your input will directly inform the study’s recommendations.
- Attend the Public Meeting: Join us for a Community Open House on Wednesday, Dec. 3, 2025, from 5 to 7 p.m. at Council Chambers, 3800 Municipal Way, Hilliard.

Housing Steering Committee
To guide this process, Hilliard City Council has appointed a 10-member Housing Steering Committee. The committee will meet regularly to review analysis, consider public input, and advise on recommendations.

Background: Housing Trends in Hilliard
- Slower household growth: Since 2019, housing has been driven more by internal growth than annexation.
- Population shifts: Since 2010, young adults and residents aged 50–64 have fueled growth, while the number of seniors (65+) has increased by nearly 70 percent.
- Housing stock: The most common type of housing is single-family homes with four or more bedrooms.
- Affordability challenges: While homes were historically affordable to median-income households, rising prices and interest rates now place typical homes out of reach for more than half of Hilliard households.
