The City of Hilliard’s electric aggregation program will end in September 2026, allowing residents to seek the most competitive electricity rates available in the market.

The City recently evaluated supplier offers for a new aggregation contract but was unable to secure a rate that would provide residents and businesses with a clear opportunity for savings compared with standard market rates while continuing to support the City’s commitment to renewable energy.

Rather than enter into a new contract without being confident it would provide a competitive rate, the City will allow the current aggregation agreement to expire.

What This Means for Residents

The City’s electric aggregation program will end in September 2026.

Customers currently enrolled in the program will automatically return to AEP Ohio’s default generation supply.

No action is required to make this change. Residents may choose to shop for a different electricity supplier if they find a rate or plan that better meets their needs.
Residents currently enrolled in the aggregation program will receive letters notifying them that the program is ending. The change will appear on October 2026 electric bills as the current aggregation rate expires.

Once the aggregation program ends, customers will receive their default generation supply through American Electric Power Ohio (AEP Ohio). Residents who want to compare other electricity rates can do so through the Public Utilities Commission of Ohio (PUCO).

“Since April 2025, the Hilliard green aggregation program has saved residents nearly $1.6 million compared with AEP’s market rate for conventional electricity,” said Assistant City Manager Dan Ralley. “We are proud of the savings the program has provided, but we also want to make sure that any future aggregation contract offers residents a competitive rate. We will continue to monitor the market and will consider restarting the program if conditions become more favorable.”

A History of Hilliard’s Green Aggregation Program

In 2022, Hilliard voters approved a green electric aggregation program for the community. In 2023, Hilliard City Council approved a contract with Dynegy Energy Services to serve as the aggregation provider.

The program was designed to use the City’s collective purchasing power to negotiate a favorable rate for sustainably sourced electricity on behalf of participating residents, businesses and organizations.

The program also supports Hilliard’s commitment to renewable energy. Electricity can be sourced from renewable resources such as wind and solar, as well as through the purchase of renewable energy certificates, which support renewable energy generation elsewhere.

In 2025, the City secured a 12-month contract with Dynegy that locked in an aggregation rate of 9.59 cents per kilowatt-hour for AEP Ohio customers, compared with the then-standard market rate of 10.52 cents per kilowatt-hour.

Although the current program is ending, the City may restart electric aggregation in the future if market conditions provide an opportunity to secure a competitive rate. The City will continue monitoring electricity prices and supplier offers in the coming months.
