The Development & Utilities Division supports growth in Hilliard by reviewing development projects and managing the infrastructure that serves them—like water, sewer, and stormwater systems.

Our goal is to ensure new development is built to City standards while protecting public infrastructure and the environment.

What We Do

This division is responsible for:

• Reviewing engineering plans for residential, commercial, and mixed-use development projects
• Inspecting infrastructure during construction to ensure compliance with City standards
• Managing stormwater systems and drainage infrastructure
• Overseeing environmental and regulatory compliance, including the City’s stormwater management program
• Planning of water and sanitary sewer systems to support current residents and future growth
• Leading utility capital improvement projects and long-term rehabilitation programs

 
Sewer and Stormwater Systems

Hilliard maintains separate sanitary sewer and stormwater systems to safely carry wastewater and rainwater away from homes, businesses, and streets. These systems play a critical role in protecting public health, preventing flooding, and supporting growth in our community.
