The Engineering Department plans, designs, and oversees the infrastructure you use every day—like roads, sidewalks, water lines, and storm drainage systems.

From approving infrastructure in new development to ensuring existing infrastructure will serve residents decades into the future, our team works to keep Hilliard safe, accessible, and moving forward.

What We Do

The Engineering Department is responsible for:

• • Planning and managing major transportation and utility infrastructure projects through design and construction that are included in the City’s Capital Improvement Program
  • Reviewing and inspecting new residential, commercial, and mixed-use developments
  • Issuing permits for work in the public right-of-way (like driveways, sidewalks, and utility work)
  • Managing stormwater systems and floodplain regulations
  • Supporting safe and accessible streets, including sidewalks, curb ramps, and traffic features
  • Developing transportation plans and traffic safety improvements
  • Maintaining engineering standards and construction requirements across the City
  • Ensuring compliance with the Americans with Disabilities Act (ADA) within the public right-of-way

Supporting Our Community

Our team works closely with other City departments to ensure projects are completed safely, efficiently, and in alignment with City standards. This includes coordination on planning, building reviews, infrastructure maintenance, and data management.

  • • Handles private development review, stormwater management, and utility infrastructure planning and rehabilitation.

   

Permits & Applications

Engineering permits are required for private development site/civil plan reviews and any work by residents or contractors in the public right-of-way (which is the area from the sidewalk to the street) such as:

• New or replaced driveway approaches and sidewalks
• Sewer or water lateral taps, replacements, and repairs
• Private use of the public right-of-way for patios or other private streetscape elements
• Private utility work such as fiber optic telecommunications, gas, or electric
