Aging In Place Committee

The Aging in Place Committee advises City Council and Staff on matters, programs, and services affecting older adults and their caregivers. The Committee’s focus is creating an age-friendly community where residents of every age can enjoy all that Hilliard has to offer and thrive throughout each stage of their lives.

This Committee was established in April 2022 and consists of nine resident members who are age 55 or older plus one City Council representative.

Background

Sauer received his bachelor’s degree in English from The Ohio State University in 1964. He concurrently earned master’s degrees in divinity from McCormick Theological Seminary, Chicago, and social work from Loyola School of Social Work in 1970 after two years of active duty as a line officer in the U.S. Navy. He experienced combat duty in Vietnam from 1965 to 1966. His early professional work was in the field of gerontology, working as a social worker with isolated older adults in Oakland, Calif. This was followed by 10 years as a program director/fundraiser in Ohio with Church World Service, an international ecumenical relief and development agency.

In 2000, Sauer joined the international mission staff of the Presbyterian Church (U.S.A.) and served a short-term assignment as program coordinator in India, Bangladesh, and Nepal before returning to the denomination’s U.S. headquarters in Louisville, Kentucky. There, he assumed responsibility for coordinating all PC (USA) partnerships and personnel throughout South and Southeast Asia.

Upon retirement in 2009, he and his wife, Rev. Sharon A. Sauer, returned to Ohio. They moved to Hilliard in 2016 to be near their two children and five grandchildren. Before moving to Hilliard, he and his wife lived in Clintonville and were active members in the Clintonville “Village in the Ville” program for older adults, exploring ways to “age in place.”

Tina began her first four-year term as a member of Hilliard City Council in 2022 and was re-elected to a second term beginning in 2026. She is honored to continue serving the Hilliard community and its residents.

Since joining Council, Tina has supported adoption of the 2023 Community Plan, helped advance the Renewable Energy and Energy Aggregation ballot initiative, and championed the development of The Well and TruePointe. Her work also includes helping to develop funding guidelines for the local nonprofit grant program, establishing thoughtful guardrails for development in the Big Darby area, prioritizing small/clean businesses, and researching diverse housing options to meet the needs of a growing population.

Tina has been instrumental in strengthening community partnerships that support older adults. She collaborates with Focus Hilliard and the Norwich Township Fire Department, which provides critical services to seniors, and partnered with Hilliard City Schools to foster initiatives such as Older Adults Volunteering in Schools, a program that connects older adults and elementary students in meaningful, mutually enriching ways.

Her commitment to helping older adults thrive is a defining focus of her public service. Tina was instrumental in the establishment of the Aging in Place Committee and led years of research that resulted in the creation of Home in Hilliard in May 2024. Home in Hilliard is a nonprofit organization dedicated to providing essential services that support independent living for older adults. Through housing innovation and community-driven solutions, Tina continues to help ensure Hilliard remains a welcoming place for residents of all ages.

A graduate of The Ohio State University, Tina holds a Bachelor of Arts in English and previously worked as a project manager in educational publishing. Her professional experience in planning, collaboration, and stakeholder engagement supports her ability to represent Hilliard’s increasingly diverse population and to advance initiatives that meet community needs.

Tina currently serves as secretary of her homeowner’s association and as chair of the nonprofit Home in Hilliard. In her free time, she participates in two book clubs, enjoys walking Hilliard’s trails and spending time at The Well, appreciates public art, and loves cooking, baking, and modern dance. She and her husband, Rick Adams, have lived in Hilliard since 2010.
