Downtown Hilliard

Downtown Hilliard is the heart of our community. Recently revitalized and transformed from an old train station, Downtown Hilliard is more happening than ever. It’s where the community connects through shopping, dining and a constant flow of unique events.

Originally located between Piqua and Indiana Railroad station, Old Hilliard was originally called Hilliard’s Station and served as an ideal shipping point for agricultural products. The original train station has been restored and is a part of the Historical Village located in Weaver Park.

Hilliard’s Station Park is located in Old Hilliard and is a hot spot of activity, especially during the summer months. Visit our city events calendar to find out about our latest events.

A DORA is a designated outdoor refreshment area where residents age 21+ may purchase and carry alcohol. DORA runs daily from noon to 9 p.m. Last call for alcohol is 8:30 p.m.

Emergency Services

Yes, the Hilliard Division of Police provides tours for school-age children and adults. Hilliard residents should fill out a Public Appearance Form and email it to policeinfo@hilliardohio.gov to request a tour. Tours last about an hour and are tailored to the ages of the tour group.

For ages 12 and under, curfew is from dark to dawn unless with a guardian or on a legitimate errand. From ages 13 to 17, the hours are from midnight to 6 a.m. unless with a guardian, on a legitimate errand, or traveling to or from work.

Let us know by calling the non-emergency line of the Hilliard Division of Police (614) 876-7321. If two separate residences report a disturbance, we will investigate the noise complaint.

City code prohibits vehicles from parking on the street for more than 72 hours. The first violation is a minor misdemeanor and subsequent violations within one year are subject to increasing fines and penalties. On-street parking of recreational vehicles is limited to two hours and parking of commercial vehicles is limited to one hour unless for a legitimate service.

Yes. The Hilliard Division of Police has officers and detectives who can speak on a variety of topics with a two-week notice. To request a speaker for an upcoming event or meeting, fill out a Public Appearance Form and email it to policeinfo@hilliardohio.gov.

Yes, however the vehicle owner must consent to the risk of possible damage from the use of the entry equipment. The Hilliard Division of Police will assume no liability if the vehicle is damaged. To request an officer for assistance, call (614) 876-7321.

The Norwich Township Fire Department can gain entry through overhead garage doors. To request assistance, call the Fire Department at (614) 876-7694. The police department can also send an officer to the residence, however, there is no assumption that the officer will force entry.

Children under 4 years old OR less than 40 pounds must use a safety seat at all times. Installation for the safety seat must meet the manufacturer’s requirements.

Children under 8 years old must use a booster seat unless the child reaches 4 feet 9 inches or taller. If the shoulder belt crosses near the neck instead of the middle of the chest, your child may need to continue the use of a booster seat beyond the initial age or height requirements.

Children 8 through 15 years old must wear a seat belt at all times.

Submit your request for a street closure to the Chief of Police at 5171 Northwest Parkway or email your request to hilliardpolice@hilliardohio.gov. Include your request form, the date and time of the event, a list of addresses impacted, signatures from affected parties and the contact person’s name, address and phone number. There is no fee. Once your request is approved, you will receive the permit by email or mail. For more information call Hilliard 311.

No, we do not offer fingerprinting or background checks. The Bureau of Criminal Identification and Investigation requires that all requests for Ohio civilian background checks be submitted electronically through use of WebCheck or other approved methods. If you received a speeding ticket from the Hilliard Division of Police, call the Hilliard Clerk of Courts at (614) 876-7361, ext. 527 or 503, Monday through Thursday between 8 a.m. and 4 p.m. In some cases, you will receive the fine amount when you are given the ticket.

You may obtain a vendor’s license from the Hilliard Division of Police. The application lists the required documents and fee.

Engineering & Building Permits

A Building Permit is a license that grants legal permission to start construction of a building project. Permits allow code officials to protect the public safety and welfare.

Residents who are interested in building or remodeling must obtain a permit before construction. This applies to any internal or external structural alteration or addition.

Most projects take two weeks for plan and zoning review unless otherwise specified. Once approved, you will be contacted to pick-up your plans.

If you don’t get a zoning permit you can be cited for failing to comply with regulations and you can even be ordered to tear down the new structure you just built. But this can easily be avoided by getting a permit and working with the city’s planning and zoning commission.

Most permits are good for one year, but you should confirm with the planning and zoning department.

When your plans are approved and you receive your permit through the online portal you will receive a list of required inspections.

Every contractor in Hilliard must be registered with the Building Department. To check if your contractor is registered, contact Hilliard 311. The homeowner is responsible for ensuring that contractor(s) complete any necessary permits and file them with the city.

Homeowners may do the work themselves on their residence. This does not include rental properties. Permits and inspections are still required. Obtain permits here.

You can submit an online request with the Ohio Utilities Protection Service at www.oups.org/edig. Make sure to submit your request at least 48 hours (and no more than 10 days) before you start digging. The Ohio Utilities Protection Services is open 24 hours a day, seven days a week.

Electrical permits are required for any new circuit or extension of an existing circuit including kitchen, bath, basement remodeling, swimming pools, hot tubs, ceiling fans and service updates.

Always obtain a permit so the work can be inspected.

Yes. You need a plumbing permit.

The maintenance and repair of sidewalks is the responsibility of the adjacent property owner. The City will make the repairs of sidewalks when damage is caused by the roots of City-owned trees in the public right-of-way or defects caused by utilities. The City will also make any repairs necessary to curb ramps.

Access to your residence includes the driveway, sidewalk within the driveway, driveway apron and driveway gutter. The property owner is responsible for maintenance and repairs of all parts of the driveway access.

The City of Hilliard closes its offices to allow out employees to spend the following days with their families and in recognition of the holiday:

If a holiday falls on Sunday, Monday or Tuesday, trash services may be delayed one day and we’ll collect your materials on Wednesday. If the holiday falls on a Saturday, there will be no change in the scheduled pick-up day. A list of holidays affecting collection can be found online.

When Halloween falls on a Monday-Thursday, Beggar’s Night is Oct. 31. When Oct. 31 is a Friday-Sunday, Beggar’s night is the preceding Thursday

Mayor's Court

The court is presided over by a magistrate who is appointed to hear and determine the resolution of cases filed in Mayor’s Court. The City’s prosecutor is also present when court is in session to prosecute cases on behalf of the city. Cases may also be diverted to the Hilliard Recovery Court, which has its own prosecutor.

You can contest a ticket (citation) by appearing at the hearing date written on the ticket. You may confirm this date on our online case search.

The court date is written on the bottom of your ticket (citation). You can also do an online case search for your court date or go to the pay your ticket page and pay via debit/credit card online. You may also call the Clerk of Court’s office to confirm your hearing date by calling (614) 334-2348, Monday through Friday from 8 a.m. to 4 p.m.

Many violations are “payable” offenses that do not require you to appear in court. If you citation did not indicate that your appearance is mandatory, you can go to the pay your ticket page to see the amount due and pay via debit/credit card online. You may also mail payment to Hilliard Mayor’s Court, 5171 Northwest Parkway, Hilliard, Ohio 43026 or use the 24-hour drop box located in the lobby of the Joint Safety Services Building at the same address. Please remember to sign the back of your pink citation and return it with your payment. Please note: Bonds may not be paid online.

The Hilliard Mayor’s Court is in session every Wednesday, starting at 8 a.m. The court is located in the Joint Safety Services Building, 5171 Northwest Parkway, Hilliard, Ohio 43026, just north of Old Hilliard. Please note: this is a different building and location than the City of Hilliard’s main City Hall Building off of Cemetery Road.

You must appear at the Clerk of Court’s office in-person during business hours to complete a Request for Continuance. Continuances may not be granted via phone. You may also appear at court during your scheduled hearing date to request a continuance. Please note that court is in session on Wednesdays at 8 a.m., so this is the only day and time available when choosing a different week for continuances.

If your offense is anything other than a minor misdemeanor or an unclassified misdemeanor, a written jury demand must be filed with the Clerk of Court.

If you did not pay in-person after your hearing, you may pay online at the pay your ticket page. You have a right to an attorney. To determine whether you need an attorney, please refer to the “Defendant Rights” section under “Defendant Information and Resources”.

If you choose to transfer your case to FCMC, it will be set for an arraignment date at the courthouse in downtown Columbus. You must appear at the arraignment date at FCMC and tell them how you want to proceed with your case. Please note that FCMC will assign you its own case number, which is different from the Hilliard Mayor’s Court case number. You may find information on a case that has been transferred and filed to FCMC at www.franklincountymunicourt.org.

Bonds may not be paid online. Bonds may be paid at the Joint Safety Services Building, 5171 Northwest Parkway, Hilliard, Ohio 43026, 24/7. You may pay at the Court of Court window during normal business hours, or at the Hilliard Police Department Records window after hours. Please note: Bonds may only be paid via CASH or CREDIT/DEBIT.

The Clerk of Court staff is prohibited by law from providing defendants with legal advice. The Clerk of Court staff cannot advise you on what course of action to take in your case or give their opinion on how the case may be handled by the prosecutors or magistrates.

Mosquitos

Yes. Hilliard has a contract with Franklin County Public Health to spray for mosquitos.

Spraying is broken up by zones. Franklin County Public Health will spray Hilliard east, west, central, south and north at various times, weather permitting.

Franklin County Public Health typically sprays when a trapped mosquito tests positive for West Nile virus. FCPH sprays around 9 pm, weather permitting. You can view a schedule of the planned sprayings here. You can follow us on social media to keep updated on sprays, or join our newsletter to be alerted when FCPH will spray.

Franklin County Public Health recommends you take these steps to help protect your family from risk of mosquitos:

  • Wear insect repellant containing DEET (follow package directions).
  • Limit outdoor activity at dusk and dawn when mosquitoes are most active.
  • Eliminate all standing water around your home (mosquitoes breed in water and it doesn’t take much time).

Franklin County Public Health sprays to lower the risk of West Nile Virus and other mosquito borne diseases from spreading. To learn more, visit here.

Franklin County Public Health traps mosquitos and tests them for West Nile Virus and other diseases. It’s the county’s priority to monitor and prevent the spread of diseases, so they take preemptive steps to treat an area, as well as address areas that test positive for WNV. Rec & Parks

The City of Hilliard operates two municipal pools: the Hilliard Family Aquatic Center and the Clyde “Butch” Seidle Community Pool.

Pool memberships go on sale every January and can be purchased online, by mail or in-person at the Hilliard Community Center. Send a completed membership form and a check payable to the “City of Hilliard” to the Hilliard Recreation and Parks Department at 3800 Veterans Memorial Drive, Hilliard, Ohio, 43026.

Hilliard maintains nearly 27 diverse parks for exercise, outdoor activities and community events. With bike paths, open spaces, baseball fields and more, Hilliard’s parks offer more than just green space. Visit the parks page to learn more.

Residents may purchase community garden plots behind the Senior Center or on Leap Road, south of Davidson Road. The gardens offer a fun, community-centered experience that allows residents to enjoy growing their own flowers and vegetables. Visit the parks page to learn more.

An annual fee of just $15 gives members access to special events, educational speakers, exciting trips and regular activities including fitness and sports, arts and crafts, cards and home-style lunch. Members also get free income tax preparation from AARP, health checks and screenings. You can find all Senior Classes on our Classes & Camps page.

Located at the beginning of the seven-mile Heritage Trail, Hilliard’s Station Park marks the location of an old railroad station and Hilliard’s original town square. The park serves as a venue for many popular City programs and events such as Celebration at the Station, Motivation at the Station, and Sprouts Night Out.

Yes, we do. We collaborate with local organizations to offer high-quality sports experiences to local athletes, and that includes having well-maintained ball field facilities for independent organizations and teams to use. Visit our sports leagues page to learn more.

We rent community facilities and park shelters to community organizations, groups and citizens. There are five shelter houses in the Roger A. Reynolds Municipal Park that can be reserved for a non-refundable fee of $100 per day. (Non-profit organizations are eligible for a reduced rate of $50 per day.) Information regarding other park and meeting rooms can be found on our facility’s rental page.

If you notice damage to city parks or property, contact Hilliard 311 and the city will repair the damage.

Our Recreation and Parks Department manages all sports fields and facilities, including permits. Contact sports1@hilliardohio.gov regarding sports fields and rentals@hilliardohio.gov regarding facilities and permits.

Roads

We control ice and snow on city streets with a variety of methods including salt brine, rock salt, and plowing.

While the city will eventually clear all streets, major thoroughfares are the priority.

Priority 1

Major arterials are salted and plowed first (if two or more inches of snow accumulates). These streets will continue to receive treatment as long as weather conditions continue. Examples of these streets are Cemetery Road, Britton Parkway, Main Street, and Avery Road.

Priority 2

Minor arterials are next, which include the main connecting roads and roads through subdivisions. These streets will be plowed and salted once priority 1 streets have received treatment.

Priority 3

Residential streets that generally go through subdivisions will be serviced once priority 1 and priority 2 streets are cleared. These are generally not included in salt routes.

Priority 4

Cul-de-sacs, courts, and non-through streets and alleys paths will be cleared, if necessary. These are not included in salt routes.

Priority 5

City parking lots, sidewalks, curb ramps, and paths are the final areas to be cleared. These are salted based on traffic volume.

Residents can help the city remove snow faster by removing cars from the street (especially in cul-de-sacs), not shoveling snow into the roads, staying at least 100 feet behind snow equipment and giving them the right of way.

Street sweepers typically run through each neighborhood once a month, Monday through Friday 7 a.m. to 3:30 p.m. They do not operate in the winter. Call Hilliard 311 for more information at (614) 876-7361.

We continually review and evaluate the quality of roadways throughout Hilliard. Every year, the city repaves the streets that are in the greatest need of repair. Call Hilliard 311 for more information or to report road damage at (614) 876-7361.

In most cases, standing water in the basement is the responsibility of the homeowner. However, if the water is the result of a city-owned water line, it’s the city’s responsibility. Call Hilliard 311 for more information or to report a water situation at (614) 876-7361 ext. 311.

Solicitation

Preventing unwanted solicitors from knocking on your door in Hilliard is as easy as placing a sticker at your front door.

Residents no longer have to formally sign-up online with the City of Hilliard’s Do Not Knock Registry, following action by Hilliard City Council in 2021 to amend a City ordinance regulating solicitation. Instead, residents can simply place a sticker or sign at their doors to alert canvassers, peddlers and solicitors to skip their door.

Although any type of “No Soliciting” or “No Trespassing” sign legally meets the requirement to prohibit a solicitor from entering your property, city-issued stickers remain available for residential use.

Under the Hilliard City Code, vendors are still required to register with the city for a permit. Through this registration, the vendor goes through a background check and receives an official ID.

Residents who wish to confirm the validity of a permit, or report a trespassing vendor, can call the Hilliard Division of Police at (614) 876-7321.

Children 18 and under, such as Girl Scouts and Boy Scouts, as well as charitable and religious organizations are exempt from the requirement to obtain a permit. However, those groups must still avoid homes with no canvassing, no soliciting, or no peddling signs.

Vendors may only conduct business from 9 a.m. to 8 p.m. and must display their city-issued permit on outer clothing.

Taxes

All Hilliard residents who are 18 and older must file a tax return with the City of Hilliard every year, regardless of whether they owe money or pay local income taxes to another municipality. The exception is senior citizens without income, who are not required to file taxes.

Residents can file taxes electronically or use the income tax return form available through the Regional Income Tax Agency (RITA), which processes City income tax returns and collects the taxes that are due.

The deadline to submit your tax return is April 15.

Hilliard gives credit to taxes paid in other cities up to 2.5%. So, if you work in another municipality where income taxes are 2.5% or higher, you will pay no income taxes to the City of Hilliard. If you work in a community with a lower income tax rate — 2%, for example — you must pay the difference. However, you still must file a local income tax form, even if you pay taxes to another municipality.

Trash

The City of Hilliard collects residents’ trash, recycling and yard waste every Tuesday, unless it’s a specific holiday week (typically Memorial and Labor Days). Check the holiday schedule here

If a holiday falls on Sunday, Monday or Tuesday, services will be delayed one day and we’ll collect your materials on Wednesday. If the holiday falls on a Saturday, there will be no change in the scheduled pick-up day.

Place containers at the end of your driveway by 7 a.m. on the scheduled pick-up day.

Containers should not weigh more than 50 pounds. Do not place containers in the street. Place them on the apron or on the tree lawn closest to the street.

Put yard waste in brown paper bags or containers clearly marked with yard waste stickers, which are available at 3800 Municipal Way.

Residents will receive a bill for trash and recycling collection in July and January. Senior discounts and hardship applications are available.

If the bill isn’t paid by the final issued notice, a lien is placed on the property.

Trash bills are mailed every July and January and are due at the end of August and February. Residents receive a $10 discount if they opt to pay for the full year at once.

You should return plastic grocery bags to grocery stores for recycling. Never put plastic grocery bags in curbside recycling!

Yard waste like grass clippings, leaves, twigs, branches, shrubbery and other garden residues can be collected weekly through Hilliard’s waste collection services. Local Waste Services collects yard waste every Tuesday between April 1 and Nov. 30, unless it’s a holiday week.

Organic waste should be placed in brown paper bags or rigid containers with Hilliard’s yard waste stickers. Stickers are available at the Hilliard Municipal Building (3800 Municipal Way).

Branches must be less than four feet long and tied into bundles with string or twine. Each container, bag or bundle must weigh less than 50 pounds and be free of rocks, dirt and plastic bags.

For longer and thicker branches and brush, the City offers an on-demand chipper service. Residents can complete a service request or call (614) 876-7361 for the City chipper crew to come to their house on the second and fourth Fridays of the month from mid-April through mid-October. Collection dates: April 12, April 26, May 10, May 24, June 14, June 28, July 12, July 26, Aug. 9, Aug. 23, Sept. 13, Sept. 27, Oct. 11. If the City receives a large amount of requests or inclement weather, collection may occur on the following Monday.

Trimmings are required to be four feet or longer and only consist of tree and shrub clippings.

After Christmas, residents can place used trees on the curb to be picked up by Local Waste.

The City contracts with Dynegy Energy Services as the provider for its green energy electric aggregation program, which was approved by voters in November 2022. Electricity is provided to residents on AEP’s existing power lines, and AEP will continue to be the company to call for power outages and other service problems.
