Appearing In Court

The Hilliard Mayor’s Court is in session each Wednesday at 8:00 a.m. at the Joint Safety Services Building, 5171 Northwest Parkway, Hilliard, Ohio 43026. If you are appearing in court, please enter the front doors of the building and turn left to enter the security screening. Officers will direct you to the courtroom where you will check in with the clerk for your appearance.

Paying Your Ticket

There are several ways to pay a ticket if the violation does not require a personal court appearance and a defendant does not wish to contest it in court. The citation issued to you should indicate whether you are required to appear in court. Regardless of what payment method is selected:

  • Fines must be paid by the date listed on the citation; and
  • Proof of insurance is required if it was not presented when the citation was issued.
Pay by Phone

The Clerk of Courts does not accepts payments by phone.

Pay Online

Many individuals find the most convenient way to pay their ticket is to use our online payment system. As a reminder, fines must be paid by the date listed on the citation. Proof of insurance is required if it was not presented when the citation was issued.

Pay in Person

The Clerk of Court accepts payment in person in the Joint Safety Services Building, 5171 Northwest Parkway, from 8:00AM to 4:00PM Monday through Friday, excluding major holidays. You may pay via cash, check, money order, or Visa/Mastercard credit or debit card. There is also a convenient 24-hour drop box in the front lobby of the Safety Services Building if you want to drop off cash, check, or money order. Proof of insurance is required along with payment if it was not provided when the citation was issued.

Pay by Mail

Send the signed citation, a check or money order payable to City of Hilliard, and proof of insurance (if it was not provided when the the citation was issued) to the Hilliard Mayor’s Court, 5171 Northwest Parkway. Cash is not accepted by mail.

Visiting the Clerk's Office

The Court of Clerk’s office is also located at the Joint Safety Services Building, 5171 Northwest Parkway, Hilliard, Ohio 43026. Please enter the front doors of the building and turn left to find the Hilliard Mayor’s Court public counter. You may pay for a bond, fine, and other costs, or obtain other documents from your case file at the clerk’s office. Many fines may be paid online with a debit or credit card. Please see the Pay Your Ticket page to access the online payment system.

PLEASE NOTE THAT BONDS MAY NOT BE PAID ONLINE.

About the Court

The judicial arm of Hilliard’s local government, Mayor’s Court is presided over by a magistrate appointed by the Mayor to hear and determine misdemeanor cases coming within the jurisdiction of the court. The appointed Clerk of Court is responsible for monitoring court operations and processing all criminal and traffic citations.

Defendant Information and Resources

Individuals appear in Hilliard Mayor’s Court after being charged with a violation of the Hilliard City Code. The charge may have been filed by police, the Building Department, a private citizen, or a corporation.

There are several things defendants have the right to know so they can make informed decisions about their court case. Those appearing have the following basic rights:

 

  • to know the nature of the charges against them, to read the affidavit or complaint filed against them, and to have them explained if they do not understand the nature of the charges.
  • to know the identity of the complainant.
  • to be represented by an attorney, but defendants are not required to have an attorney.
  • to a reasonable continuance (postponement) in the proceedings to retain an attorney.
  • to a trial by jury (in certain cases), as long as a demand is made in written form.
  • to have a trial within 30 days of the date the defendant was charged.
  • to know the penalties associated with the charge.

Defendants have the right to appear the ruling of this court. The appeal must be filed within 10 days of the judgment as provided by sections 1905.22 and 1905.23 of the Ohio Revised Code.

A plea of guilty: a complete admission of guilt.

 

A plea of no contest: not an admission of guilt, but an admission of the truth of the facts alleged in the complaint filed against you.

 

A plea of not guilty: the case will be set for trial at a future date. Defendants have the right to present evidence on their own behalf. The City will present its evidence and the magistrate will make a decision on the disposition of the case. A defendant may represent themselves in the trial or by an attorney.

A case or surety bond is required to cancel an active warrant. Bonds may be posted 24 hours a day, seven days a week at the Joint Safety Services Building, 5171 Northwest Parkway, Hilliard, Ohio 43026. To determine the amount of bond required, please contact the Clerk of Court office during normal business hours, or the Hilliard Division of Police.

 

Bonds must be paid in cash or by credit/debit card. No personal checks are accepted. Photo identification is required to post bond.

The mission of the Hilliard Recovery Court is to address the needs of defendants with substance use disorder who face criminal charges by establishing effective treatment as an alternative to incarceration, improving quality of life, and increasing the safety of the community by providing court oversight and linking defendants to appropriate treatment and service providers.

The program is made possible by a local grant from the Alcohol, Drug, and Mental Health (ADAMH) Board of Franklin County and a federal grant from the United States Bureau of Justice Administration. Hilliard City Council previously approved funding in the City’s operating budget to help fund the creation and first two years of the program.

Participants are expected to comply with an overall treatment plan and will move through treatment at an individual pace, which will be appropriate for the level of care required, history of treatment, and compliance with the treatment plan. The phases of the program are designed and structed to allow for efficient transitions in programming. Progress is monitored through frequent, accurate communication among the Treatment Team.

Hilliard Recovery Court offers defendants the first step toward changing habits and lifestyle choices to improve physical, mental, and emotional health. The program has many tools to assist participants in building a new life full of healthy relationship and attitudes.
